Bolting across New York City's Triborough Bridge, the red dumpster truck spewed thick black smoke, but its toxic fumes met a quick end with the arrival of two "environmental police" cars. The polluting driver, who was heading toward Manhattan from the northern New York borough of the Bronx, seemed surprised and even skeptical when a young man dressed in green with a Stetson cap emerged from an equally green car marked with a mysterious "DEC" acronym.He had just come face to face with New York's Department of Environmental Conservation, and the young man was indeed a police officer, pistol and handcuffs on his belt. "People often think we are park rangers, they ask where are the deer. But when they hear the amount of the ticket, and that they have to appear in court, they stop laughing," said Timothy Machnica, 24.The Buffalo native has worked in New York since last fall for the DEC, which was created in 1880 and counts some 300 policemen among its ranks. Tasked with enforcing hunting and fishing rules in New York state, they only number a few dozen in Manhattan. They track down polluters and violators of environmental regulations and each month fine some 300 violations, a number that keeps rising with a growing environmental consciousness.Brent Wilson, 26, Machnica's colleague, reached into the trunk of his car and pulled out an opacimeter to measure the emissions, placed it on top of the exhaust pipe and the verdict came as a bolt from the blue: a whopping 81 percent opacity, well above the 55 percent maximum allowed for the 1986 model truck.A fine was set at 700 dollars, although it could be reduced to 150 dollars if the truck is brought within standards in 30 days. Otherwise, the bill jumps to 1,300 dollars. Leaving a disconcerted driver behind in Harlem, the two DEC cars head toward Chinatown for another one of their daily tasks: inspecting the fish market."We check the size of the fish for protected species, and the origin of shellfish because there are many regulations, and the US does not accept clams coming from certain waters," Machnica told AFP. Pushing through the crowd on Mott Street, where Cantonese and Mandarin are the languages of choice, the environment's "Robin Hoods" stopped at a small fish merchant. Next to a bucket full of live frogs, they spotted a bucket packed with clams."Where is the tag with the origin?" they asked the merchant, who did not speak English, seemed flustered and fetched someone to translate. The verdict: a 500-dollar fine for not labelling the origin and a hearing for July 30."People are becoming more aware. Here in Chinatown, they know us," said Machnica, before heading into a supermarket ringing with Chinese pop music stands filled with huge green beans and alligator feet.
